God will bless His Church that is producing disciples and faithful to the KINGDOM OF GOD. Perhaps moving the chairs on a pitching deck is not the solution to remedy a sinking ship. Perhaps new programs or structures to put new life in an  institution is very different from a movement of the Holy Spirit where God  is renewing the Body of Christ. New programs or structures may be a good way  for the heath of an institution; however, one must never confuse such with the movement of the Holy Spirit or the work of the Kingdom.
